What kind of fish for a small tank? - smallest fish tank

I believe that with a tank of small fish (1 gallon to 2.5 gallons). I think to get a kit with a filter, and all that, so my question is: what kind of fish (Betta more) and how can I keep in this tank and what size will require less maintenance?
